The Center for AI Safety Action Fund is proud to endorse the Chip Security Act because it addresses one of the most urgent gaps in U.S. national security: the large-scale smuggling of advanced AI chips to our adversaries. An estimated 140,000 advanced chips—worth $5–7 billion—were diverted to the PRC in 2024 alone, powering everything from PLA missile simulations to Uyghur surveillance systems. The Chip Security Act closes this gap by requiring location verification for AI chips, a proven technology that can deploy at scale without kill switches, backdoors, or hardware changes.
